Contract Overview

Approved by NHS England & Improvement (NHSE&I), the Total Workforce Solutions II framework agreement supports healthcare providers to deliver their local resourcing strategy by providing free of charge access to a team of workforce experts and a robust set of terms and conditions that embed quality assurance provisions, data protection controls and sustainable best value. 

This Lot facilitates efficient access to a range of suppliers who have been subject to a rigorous tendering process. They are capable of providing strategic support to develop an outsourced or partially outsourced staffing solution for Flexible (Bank) and/or Temporary (Agency) Workers through a Managed Service Provider that simultaneously optimises the workforce and generates a range of process efficiencies. 

With a ready-made specification that can be customised to the individual requirements of healthcare providers, all awarded Managed Service Providers are capable of managing existing Flexible Workers (including staff transfers and the transfer of terms of employment in alignment to TUPE legislation) and optimising Flexible Worker availability by introducing candidates from their own pool of staff or attracting new candidates locally.

DIRECT AWARD: Beneficiaries can select a capable supplier for each or both Lots through the standard services award process or by identifying capable supply locally to award. This may simply involve a local process of engagement with awarded suppliers to ascertain a shortlist and utilise a supplier that can meet requirements or can be used to support with any supplier renewal requirements.  

 

FURTHER COMPETITION: Beneficiaries can run further competition to establish a capable supplier for each or both Lots through the competed services award process. This may simply involve a local procurement process, supplier presentations, engagement with HealthTrust Europe or a full mini competition process to suit.  

PHASING PROCESSES: Beneficiaries may consider the utilisation of single or multiple awarded suppliers to fulfil short, medium and long-term requirements via a range of temp-to-perm, fixed-term, national and international recruitment campaigns to maximise overall success. Volume requirements can be phased over a period of up to four years under a call-off contract to support with budget planning, local on-boarding resource and development of the workforce strategy.
