Contract Overview

The General Surgical Instruments Framework Agreement is designed to support the NHS and other Public Sector Organisations in purchasing single use and reusable surgical instruments from a range of reputable suppliers. The framework agreement also offers a simple, compliant and flexibility route to competitive pricing, either by direct award or through the use of the mini competition/price refresh option. 

Each of the appointed suppliers has been rigorously vetted in terms of their quality, safety, service and price; and value propositions were vigorously evaluated. 

Free, quick and easy to access: There is no charge to customers for accessing this framework agreement. Once you have been set up to access the framework agreement, a call-off can be made either by direct access or further competition. The process is straightforward and simply requires that an order form (access agreement) be exchanged and completed to ensure your compliance. Access to market leading suppliers: The majority of leading suppliers are available through the framework.

Compliant route to market: The framework will save procurement time and cost. It is fully compliant with the Public Contract Regulations and with EU procurement directives, so you do not have to carry out a full EU compliant tender yourself.

Product coverage: The framework offers an extensive range of Surgical Instruments coverage of a supplier’s portfolio giving you access to a vast range of single use and reusable Surgical Instruments.

Consolidation: The framework provides the incentive for customers to consolidate their requirement with one supplier Assigned support: HTE will provide support for call-off processes and the ongoing management of call-off agreements. Reduced costs: The framework offers customers the opportunity to reduce costs by procuring products at competitive prices breaks

The framework can be accessed via direct award or mini-competition. Further information relating to these options is provided below.

Direct award

Direct awards can be made where you are able to identify the supplier offering your organisation best value for money from the framework agreement criteria for a specific Lot. You are able to vary the weightings within a specified range via the Standard Service Proforma; which HealthTrust Europe will apply to the criteria to confirm the supplier to be recommended for award. A beneficiary notice will be issued by HTE to the supplier and a proposal document should be agreed by both parties appending the HTE call-off contract terms and conditions to formalise the contract.  

Mini Competition/Price Refresh

A Trust may also exercise its right to identify the supplier offering best value for money, by way of conducting a minicompetition.
