Our Consultancy Solutions and Advisory Services Framework Agreement is designed to support the NHS and other Public Sector Organisations in managing the dynamics of the consultancy and advisory market, offering a simple, compliant route for the procurement of a range of expert advisory services along with solutions provisions at competitive rates. It offers users the flexibility of allowing both direct call-off and further competition under the provisions of the framework agreement.

The agreement includes 7 lots; a description of the services included for each lot is provided in the Lot Framework Brief:

Lot 2 - Resource Management Consultancy Solutions and Advisory Services

Strategic and administrative discipline of hiring and developing employees. The Supplier partner will provide a workforce optimisation plan which is demand management led, provides advice on changes in personnel requirements and objectives when optimising the scheduling of staff.

Lot 3 - Supply Chain Management Consultancy Solutions and Advisory Services

Department insourcing and outsourcing, procurement and supply chain management and optimisation. Supplier partners will be able to provide advice on procurement and sourcing strategy and maximising value from its supply chain activities.

Lot 4 - Financial Consultancy Solutions and Advisory Services

Services to include financial management, accountancy, pension fund management, insurance, actuarial and risk management services. Under this Lot the Supplier partner will provide financial advice and support, identifying the right financial solution for the organisation.

Lot 5 - Audit, Counter Fraud and Spend Analysis

Services to include:

• Internal Audit & Counter Fraud;
• External Audit;
• Account Payable (AP) reviews – this will include in depth review of AP data, identifying monies in overpayments, missed supplier credit and duplicate payments in order to recover cash;
• VAT reconciliation/reclaim;
• Contract compliance reviews.

Lot 6 - ICT and Digital Consultancy Solutions and Advisory Services

Lot 6 of the framework agreement includes consultancy on optimising ICT hardware and software as well as all advisory services on digital deployment. Under this Lot the Supplier will work with the Participating Authority to identify where they can better employ technology and digital solutions to improve service delivery and maximise productivity.

Consulting on energy efficiency, construction, environmental economics, Health and Safety, and all building consultations including backlog maintenance, estate management and surveyor services.
