Contract Overview
The HealthTrust Europe (HTE) framework agreement for the supply of Renal Dialysis and Home Haemodialysis Consumables, Equipment, Associated Products and Services offers a simple compliant route to market for the procurement of a range of renal dialysis consumables, equipment, associated products and services at competitive
rates. HTE procured this framework in compliance with the restricted procedure set out in the Public Contracts Regulations 2006, and the EU Directive (2004/18/EC). A Contract Notice (2015/S 026- 042916) was published on 2nd February 2015.
Group Purchasing Model:
There is the opportunity for trusts to leverage their aggregated demand to achieve further price discounts and best market prices through committed spend.
Advisory Board:
An opportunity exists for trusts to establish an Advisory Board in order to drive specification and end-consumer needs.
Quick and Easy to Access:
Once you have been set up to access the framework agreement, a call off can be made by direct access. The process is straightforward and simply requires that an
order form / access agreement be exchanged to ensure your compliance.
Compliant route to market:
The framework will save procurement time and costs. It is fully compliant with the Public Contracts Regulations and with the EU Directive on Public Procurement so you do not have to carry out a full EU compliant tender yourself.
Competitive rates:
The vetted suppliers appointed to the framework agreement have tendered fixed prices for the life of the contract.

HTE will provide support for call off processes and the on-going management of agreements

Lot 3 Peritoneal Dialysis
• Peritoneal dialysis service to hospitals, satellite units and
home patients
• Assisted APD
Lot 4 Dialysis Equipment
• In-centre dialysis machines, beds, chairs and consumables
• Capital purchase, lease and free on-loan options
Lot 5 Dialysis Water Treatment
• Central water plant system
• Portable reverse osmosis machines
• Water purification systems
• Hospitals, satellite units and home patients
Lot 6 Dialysis Therapy Costs
• In-centre dialysis therapy costs
• Set costs covering all consumables required for the
treatment of a patient
• Nursing (optional)
Lot 7 Dialysis Prescription Boxes
• Named patient prescription boxes
• Individual boxes bespoke to a patient’s dialysis needs
• Generic boxes for new patients
Lot 8 Aggregation of Dialysis Lots
• Price discount based on an individual trust’s aggregation of
2 lots or more from Lot 1 to Lot 7
Lot 9 Committed Dialysis Spend
• Price discount based on committed spend from one or more
Trusts
• Contractual commitment to purchase trust’s requirements
from one or more single lots from Lot 1 to Lot 7
The framework agreement for the supply of Renal Dialysis and Home Haemodialysis Consumables, Equipment,
Associated Products and Services can be accessed by the following Public Sector bodies:
• National Health Service (NHS) bodies
• Health Boards, NHS Trusts, Community Health Councils and other constituent bodies of the NHS in Wales
• NHS Scotland and its constituent bodies
• Health and Social Care Trusts, Health Agencies and other constituent bodies of the NHS in Northern Ireland.

The framework is subject to a further mini-competition under Lot 8 Aggregation of Dialysis Lots and Lot 9 Committed
Dialysis Spend.
Call Off Contracts
The call off process is formalised by issuing an order to the supplier identified as offering best value for money.
Pricing for products will be fixed for the term of the contract.
HTE should be informed once an Authority has entered into negotiations with a supplier under this framework
agreement. To ensure compliance to the framework agreement an order form / access agreement should be
exchanged between the Authority and HTE and a call off contract signed by the Authority and the supplier.
