Contract Overview

The Total Workforce Solutions III (TWS III) tender exercise was conducted by HealthTrust Europe (HTE) and has been designed to provide the NHS and other Public Sector Organisations with access to a wide range of workforce solutions.

Approved by NHS England (NHSE), the Total Workforce Solutions III framework agreement supports healthcare providers to deliver their local resourcing strategy by providing free-of-charge access to a team of workforce experts, with all agreements incorporating robust terms and conditions that embed quality assurance provisions and sustainable best value.

 

Free to access

The single Lot available under the Clinical Insourcing Solutions III Framework Agreement are free to access and include contracting work, implementation and project management support as standard.

Market-leading quality assurance

Our clinical insourcing solutions are designed to meet the highest standards of quality assurance and contract management.

Suppliers operate a comprehensive Quality Assurance System that includes a Corrective Action Preventative Action (CAPA) process to ensure that all work undertaken meets the required standards.

Our commitment to quality care is further demonstrated through our alignment with NHS England Commission Specifications, adherence to national and local guidelines, and maintaining relevant accreditations such as JAG, CQC, and ISO certifications.

The Suppliers have robust insurance coverage, including Employer’s Liability, Public Liability, Professional Indemnity, and Clinical Negligence insurance. Our Call-Off Contract Monitoring ensures ongoing assessment and improvement of service delivery, while our clear complaints handling procedures guarantee swift and effective resolution.

Market-pioneering commercials

Given the significant breadth of Surgical and Medical Specialties and different treatments that may be required to be procured, as well as the highly variable nature of the market,  pricing will be agreed between the Participating Authority and Supplier at Call-Off Contract creation stage or during further competition, with all pricing underpinned by the 2023/25 NHS Payment Scheme (NHSPS).formally NHS Tariff.

Creation of all Lots to support diversification and service provision across the entire ICS health economy, with a clear strategic and transactional Lot structure.

Regulatory designed

We have ensured that all providers operate in standard alignment to NHS England Commissions Specifications and associated policies as relevant and required when delivering the Services, providing Services in a manner consistent with national and local guidelines.

We have clinical guidance for Trusts on the use of insourcing as published July 2024 and available to view at NHS England Guidance for Trusts on the use of insourcing. This includes but not limited to The Department of Health; The National Institute for Health & Care Excellence (NICE); Health Protection Agency; National Patient & Safety Agency (NPSA); and Medicines and Healthcare Products Regulatory Agency (MHRA).

We are approved and supported by NHS England.

This Framework Brief provides the NHS and other Public Sector Organisations with an overview of the following Lot under the Total Workforce Solutions III Framework Agreement:

Lot 7 of the Total Workforce Solutions III portfolio of Framework Agreements enables Participating Authorities to access Suppliers who can provide insourcing solutions.

Under the Clinical Insourcing Solutions Framework Agreement, Beneficiary Customers can access Suppliers who are able to offer the full range of elective Surgical and Medical Specialties offered under the NHS Tariff Payment System, utilising Consultant-led clinical experts to work within existing departments structures where there is spare capacity available.
