It is a comprehensive solution in managing document storage and scanning, multi-channel communications requirements, external print requirements and print management solution, efficiently and securely.

- Free, quick and easy to access:
There is no charge to customers for accessing this framework agreement. Once you have been set up to access the framework agreement, a call-off can be made either by direct access or further competition. The process is straightforward and simply requires that an order form (access agreement) be exchanged and completed to ensure your compliance.
- Multiple lots:
Awarded suppliers in their respective area of expertise for ease of identification. Our aggregation lot provides a bundle solution that combines multiple service requirements into a single package.
- No restriction on contract length or value:
There is no restriction on the value or length a contract can be awarded for. The period should be relevant to the services required.
- Compliant route to market:
The framework will save procurement time and cost. It is fully compliant with the Public Contracts regulations and with EU procurement directives, so you do not have to carry out a full EU compliant tender yourself.

Multiple award options, and call-off contracts, to make contracting simple, yet compliant. The Call off Contract template available to use, this being:
- Schedule 7A Standard Services – Direct Award
- Schedule 7B Competed Services – Mini Competition (for partial competition or full competition)
- E-Auction
Direct Award
This can be made on the basis that your organisation can identify the most economically advantageous provider without conducting further competition.
Outside the ranking, the framework agreement award criteria are used to determine the highest-scoring Supplier. The criteria weightings are flexible and therefore, can be
determined by your organisation to meet your needs. Objective justification can also be used for award decision, under defined circumstances. Please discuss this further with HealthTrust Europe.
Mini-Competition
The options are:
- Partial competed goods & services (Hybrid award)
- Competed goods and services (Full mini competition)
Where further competition is required to identify the most economically advantageous provider against your specific
needs, HTE will work in close partnership with your organisation to ensure that you are able to explore the most relevant procurement route, allowing you to obtain the outcome that best suits your circumstances.
Participating Authorities can run their own further competition exercises through the Framework. In these
circumstances, HealthTrust will furnish the stakeholder(s) with the relevant mini competition documentation.
You may engage the market prior to going to competition in order to help you gather knowledge and expertise from
the industry leaders so that when you come to compete for your requirements, your procurement delivers the very best
solution regarding the technology available and at the very best price.
E-Auction
An on-line bid procurement process in an E-Auction Solutions, where User(s) compete to provide the best competitive price to provide Goods and/or Services to meet the procurement requirements of a customer leading to a User being selected as an Awarded Supplier.
Data Protection including Data Protection Agreements (Data Protection Protocol Form)
We understand that Data Processing Agreements are essential for any Participating Authority where a Supplier is
processing personal data and needs to comply with the data protection regulations. Our Framework Agreement and Call
Off Contract(s) ensure compliance between both HTE and the Supplier, and the Supplier and Participating Authority,
particularly concerning Articles 28 and 32 of GDPR.
Cyber security and data protection are crucial factors in the delivery of business activities. Suppliers of digital services
through this Framework Agreement are responsible for ensuring they meet minimum standards in these areas,
especially when they are enforced by legal and regulatory obligations (where the law or relevant government regulationrequires certain standards to be met).
