Contract Overview

HealthTrust Europe has implemented a Dynamic Purchasing System (DPS) procured under PCR 2015 for the provision of Estates and Minor Works Services. The DPS is divided into 80 separate Lots, each representing a distinct category of minor works to support procurement across various projects, specialisms and categories.

A broad category of services encompassing the physical creation, modification, repair, and maintenance of buildings and infrastructure.

The DPS offers public sector organisations enhanced flexibility to customise the procurement of minor works and construction services, ensuring that solutions are precisely tailored to meet specific needs. Each Lot provides access to a wide network of suppliers, each with distinct expertise and capabilities suited to particular geographical regions or specialist areas. This structure allows authorities to efficiently match projects with suppliers who are best positioned to deliver value and quality.

Participating Authorities can choose services from individual or multiple Lots to meet their specific project needs, whether for one-off tasks, capital programmes, or ongoing maintenance.

The DPS enables the addition of new suppliers quickly, keeping the supply chain responsive to SMEs, technological developments, regulatory changes, and site-specific requirements. It operates with standardised processes and transparent competition in compliance with regulations, helping buyers to obtain value-driven solutions without long-term commitments. The system accommodates both planned and reactive works for projects of various scales, durations, and complexities.

Please note that this DPS only facilitates mini competitions and e-auctions.

  • Varied supply base including SME’s and regional Suppliers on each Lot.
  • Pre-agreed terms and conditions and robust documentation.
  • Tailored approach to each Participating Authority using defined Specifications, SOW’s, SLA’s and KPI’s.
  • Time and operational resource efficiencies.
  • Continuous supplier access and market agility
  • Application of Social Value – create specific social value measures.
  • Use of e-auction tools where applicable to provide demonstratable savings.
  • Application of service standards, accreditations, certifications and compliance measures to each procurement
