Contract Overview
HealthTrust Europe has implemented a Dynamic Purchasing System (DPS) procured under PCR 2015 for the provision of Estates and Minor Works Services. The DPS is divided into 80 separate Lots, each representing a distinct category of minor works to support procurement across various projects, specialisms and categories.
Mechanical systems include machinery such as boilers and lifts; electrical systems cover power distribution, lighting, and wiring; while HVAC systems manage heating, ventilation, and air conditioning to ensure comfort and safety.
The DPS offers public sector organisations enhanced flexibility to customise the procurement of minor works and construction services, ensuring that solutions are precisely tailored to meet specific needs. Each Lot provides access to a wide network of suppliers, each with distinct expertise and capabilities suited to particular geographical regions or specialist areas. This structure allows authorities to efficiently match projects with suppliers who are best positioned to deliver value and quality.
Participating Authorities can choose services from individual or multiple Lots to meet their specific project needs, whether for one-off tasks, capital programmes, or ongoing maintenance.
The DPS enables the addition of new suppliers quickly, keeping the supply chain responsive to SMEs, technological developments, regulatory changes, and site-specific requirements. It operates with standardised processes and transparent competition in compliance with regulations, helping buyers to obtain value-driven solutions without long-term commitments. The system accommodates both planned and reactive works for projects of various scales, durations, and complexities.
Please note that this DPS only facilitates mini competitions and e-auctions.

Sign our Customer Access Agreement form to be granted immediate access to the Framework Agreement. This can be self-served and signed via the Unified Hub ( The Unified Hub allows customers to quickly and easily access their procurement information and documents in real-time. With one login, customers can access all the information they need to manage their contracts and procurement from one place. This includes a comprehensive view of their contracts, up-to-date documents and agreements, and a range of other Applications and Services.)
You only need to request participation once, then access to the Framework will last for the entire life of the Framework Agreement.
Did you Know?
Once the Participating Authority has signed a Customer Access Agreement form, they can access any HealthTrust Europe Framework Agreement that is currently valid.
