Contract Overview

The Payroll, HR, and Corporate Services Framework is designed to support all Public Sector Organisations, with services offering a simple and flexible approach, allowing you to access expert advice, system integration and bespoke services tailored to your requirements.

It offers users the flexibility of allowing both:

  • Direct award call-off;
  • Hybrid award; and
  • Further competition.

HTE procured this framework agreement in compliance with the open procedure set out in the Public Contract Regulations 2015. A Contract Notice number 2024/S 000-033497.

The appointed suppliers have been rigorously vetted in terms of their quality and value propositions through a robust, compliant evaluation process.

Free to use and easy to access:

There is no access charge to Participating Authorities for accessing this framework agreement. With a simple sign-up process, Participating Authorities can enjoy the benefits of Payroll, HR, and corporate services through HTE.

Professional guidance and support:

HTE and our suppliers know how sensitive outsourcing can be for Participating Authorities and offer all the necessary guidance and support to make the process as smooth as possible.

Expertise in the ERP and ERS systems:

Our suppliers all have many years of operation within the Public Sectors. They possess an in-depth understanding of Public Sector pay and conditions, Public Sector recruitment process, and Public Sector back office functions, UK & EU employment law and the functionality of the ERP and ESR system. This gives them the necessary knowledge and skills to efficiently transition and integrate systems easily.

Ability to develop a bespoke solution:

Participating Authorities can adapt the division of services to suit their individual needs, with the ability to select more than one supplier who can provide multiple services under one streamlined contract.

Compliance route to market:

The framework will save procurement time and cost. It is fully compliant with the Public Contracts regulations and with EU procurement directives, so you do not have to carry out a full EU compliant tender yourself.

 

The framework agreement has four (4) lots, as listed below:

  • Lot 1 – HR Service Solution
  • Lot 2 – Payroll Management
  • Lot 3 – Finance & Accounting and P2P
  • Lot 4 – Aggregation of lot option (1 – 3)

The scope of this Payroll, HR, and Corporate Services framework agreement includes but is not limited to:

  • Mandatory advisory services;
  • Efficient integrated systems;
  • HR solution for ERP systems and any other implemented systems;
  • Payroll solution for ESR users and any other implemented systems;
  • Compliant fully managed and bureau payroll solution;
  • Back office functions for finance & accounting and P2P services; and
  • Custom package for multiple services under one streamlined contract.

The framework agreement makes provision for the following:

  • Onboarding and mobilisation;
  • Communication plan with agreed KPIs, and delivery dates; and
  • Dedicated project team

South Warwickshire NHS Foundation Trust Payroll Services

The Challenge 

South Warwickshire NHS Foundation Trust’s (“SWFT”) existing Payroll Service was managed through Electronic Staff Records (“ESR”) as part of the Arden Cluster arrangement on an outsourced model. Due to NHS organisational changes within the cluster the Trust made a business decision to review the provision of their Payroll Service. Mark Higgitt, Head of Procurement at SWFT contacted Gary Snart, Category Specialist at HealthTrust Europe (“HTE”) to ascertain whether the new ESR Compatible Payroll Management Service Framework could be utilised to provide an alternative supplier.

The Process/Approach

Following initial engagement, it was agreed that HTE would assist the Trust’s project lead, Peter Dillon in managing a competitive process on behalf of the Trust and their collaborative partner George Eliot Hospital NHS Trust (“GEH”), who had similar requirements. A Project Group and Evaluation Panel representing both Trust’s and the incumbent service provider was formed with a view to awarding on a consensus basis.

The Project Group initially reviewed the four awarded suppliers on the HTE Framework to ascertain solutions available and to consider award criteria to achieve a successful outcome. An output based specification and a selection process outlining the Trusts requirements, with quality and price criteria for award was agreed and formalised by HTE in the form of an ITT. The Selection Process was then managed remotely by HTE through the Bravo eTendering Portal with relative support from the Project Group where required for bidder clarifications.

Three of the Four Framework Suppliers submitted offers, all of which generated savings, and each bid was evaluated by the Project Group, two of the bidders were subsequently invited to interview to clarify technical responses and finalise scoring. Following sign off of a Recommendation Report prepared by HTE outlining the evaluation process, a consensus award decision was made to award McKesson Information Solutions the Contract. HTE supported the finalisation of Contract Documents which were signed off by both parties before handing over implementation requirements to McKesson with a projected start date of 1st July.

Results

By engaging with HTE and accessing the Framework the Trust created a savings opportunity of £187,017.80 (exc VAT), subject to strategic changes in-house and repatriation of services, the actual saving realised against their Cost Improvement Programme was reduced. Overall, the Trust achieved good value whilst also delivering a fundamental service provision with appropriate market testing.
