Contract Overview
The Total Workforce Solutions III (TWS III) tender exercise was conducted by HealthTrust Europe (HTE) and has
been designed to provide the NHS and other Public Sector Organisations with access to a wide range of workforce solutions.
Approved by NHS England (NHSE), the Total Workforce Solutions III Framework Agreement supports healthcare
providers to deliver their local resourcing strategy by providing free-of-charge access to a team of workforce
experts, with all agreements incorporating robust terms and conditions that embed quality assurance provisions
and sustainable best value.
This Framework Brief provides the NHS and other Public Sector Organisations with an overview of the following Lots under the
Total Workforce Solutions III Framework Agreement:
Lots 2a, 2b, 2c and 2d* of the Total Workforce Solutions III portfolio of Framework Agreements enables Participating Authorities
to access Suppliers who can provide solutions directly with a Supplier.
Under the Strategic Workforce Services Framework Agreement, Beneficiary Customers can access Suppliers who are able to:
Lot 2a: Managed Bank Solutions Access suppliers who can provide a compliant flexible workforce through a managed bank. This includes managing the existing pool of workers and introducing new flexible workers, all supported by a software system to manage vacancies
and bookings.
Lot 2b: Managed Agency Solutions Provision of compliant temporary workers through a managed agency solution acting as a prime contractor, cascading to their subcontractors. This lot is supported by a
software system to manage vacancies and bookings not fulfilled by the bank.
Lot 2c: Workforce Efficiency & Optimisation Solutions Bank and Agency Demand Solutions including rostering software, software to manage vacancies, bookings, and spend controls, as well as Direct Engagement Services for VAT efficiencies.
Free to access for all healthcare providers and Public Sector Organisations.
Designed to facilitate bespoke projects to eliminate off-framework and high cost to control agency spend in conjunction with long-term strategic supply initiatives to reduce the overall demand.
Approved by NHS England as part of a suite of Total Workforce Solutions agreements.
