Contract Overview

The Workplace Essentials Framework provides a streamlined and adaptable solution for all Public Sector Organisations. It offers access to a wide range of goods and services—including workplace supplies, design solutions, and PPE—through a flexible model tailored to your specific needs.

It offers users the flexibility of allowing both:

  • Direct award call-off;
  • Hybrid award, and
  • Further competition.

HTE procured this framework agreement in accordance with the open procedure outlined in the Procurement Act 2023. A Contract Notice number 2025/S 000-028584.

The appointed suppliers have been rigorously vetted in terms of their quality and value propositions through a robust, complaint-evaluation process.

Free to use and easy to access:

There is no access charge to Participating Authorities for accessing this framework agreement. With a simple sign-up process, Participating Authorities can enjoy the benefits of Workplace Essentials services through HTE.

Professional guidance and support:

HTE and our suppliers understand the sensitivity of outsourcing for Participating Authorities and provide all the necessary guidance and support to make the process as smooth as possible.

Ability to develop a bespoke solution:

Participating Authorities can adapt the division of services to suit their individual needs, with the ability to select more than one supplier who can provide multiple services under multiple contracts.

Compliance route to market:

The framework will save procurement time and cost. It is fully compliant with the Public Contracts regulations, so you do not have to carry out a full tender yourself.

The framework agreement has three (3) lots, as listed below:

  • Lot 1 – Workplace Supplies: Designed to provide a wide scope of options ranging from General Office Supplies (GOS), Office Paper, Janitorial Products, Office furniture, Office Machines, Beverages & Associated Products, Technology & Electronic Office Supplies (EOS), Workplace Safety Signs, Toners and cartridges (Small printing & Promotional Printed Products), Education & Art, Eco friendly Products, White Goods, Stationery, and Tail-End Spend Management (Ad-Hoc purchasing relating to this Lot).
  • Lot 2 – Workplace Designs: Designed to provide a wide scope of options ranging from Office furniture, Artificial plants, Decorative items, Carpets, Partitions, Space planning, Lighting Design, Workplace Branding, Bespoke wall paintings, & Posters, Consultation, and Needs Assessment.
  • Lot 3 – Workplace Non-Clinical PPE: Designed to provide a wide scope of options, ranging from Non-clinical Uniforms, Face masks, Gloves, Face Shields, Safety goggles, Disposable Aprons, Headwear, Protective Footwear, Earplugs & Earmuffs, High Visibility Clothing, and Workplace Safety Equipment available on the market for the public sector.

The scope of this Workplace Essentials Services framework agreement includes, but is not limited to:

  • Branded and unbranded product options;
  • Strong CSR and sustainability policies;
  • Tail spends and cost centre management;
  • Easy-to-use online ordering platform;
  • UK-wide delivery with flexible options (next-day, desktop, multi-drop, etc.);
  • Transparent packaging with order origin details;
  • Expert consultation and assessment needs; and
  • Non-Clinical Personal Protective Equipment (PPE)

The framework agreement makes provision for the following:

  • Onboarding and mobilisation;
  • Communication plan with agreed KPIs, and delivery dates; and
  • Dedicated project team
